Ben Stokes Denied ECB NOC for PSL and MLC
Ben Stokes is reportedly in talks with Major League Cricket and Pakistan Super League teams ahead of the 2027 season, but the England and Wales Cricket Board is unlikely to grant him a no-objection certificate for either league. Stokes’ ECB central contract is set to expire in September 2026, and he has declared his retirement from international cricket in June 2026.
According to The Guardian, the MLC will take place in June and July 2027, coinciding with the English county season. Because of the timing difficulty, Ben Stokes‘ MLC aspirations fall under the category of competitions that the ECB has generally disallowed for county-registered players. The PSL is one of the competitions that the ECB is allegedly reluctant to approve under the revised framework.
In November 2024, the ECB amended its NOC guidelines, giving the board the authority to refuse applications from county-registered players who no longer had an England central contract. According to those laws, when international franchise tournaments overlap with the English domestic season, the governing body frequently issues NOCs; the IPL is an exception to this rule.
How does Durham plan to support Ben Stokes’ international matches?
Durham is exploring the possibility of providing Stokes with 21-day minimum contracts. In principle, this would relieve him of the burden of committing to a full county season and allow him to participate in international events during specific times.
After Durham was promoted from Division Two in the summer of 2026, Stokes made assisting the squad his major priority, and the county seemed willing to accommodate his franchise cricket interests moving forward.
It is still uncertain if a short-term contract structure will fit the ECB’s new NOC framework. The situation is still unfolding, and the board has not reached a final decision on Ben Stokes’ applications. Although Durham’s willingness to make adjustments for Stokes is a reflection of the goodwill that was established by his role in the county’s promotion campaign, the ECB, not the county, has the final word over any NOC.
What more franchise cricket opportunities are available to Ben Stokes?
Ben Stokes has already signed a Big Bash League contract with the Adelaide Strikers, securing a single international franchise opportunity. That competition does not fall within the ECB’s standard reasons for NOC refusal because it occurs during the Australian summer and does not conflict with the English domestic calendar.
However, his access to the IPL is limited until 2028. Ben Stokes will be unable to compete in the 2025 IPL mega-auction until the following cycle because he missed the registration deadline. He is eager to participate in the PSL and MLC, but he is facing regulatory obstacles from the ECB.

The success of his NOC applications for PSL and MLC will largely define the course of his post-international franchise career in the near future, given the Adelaide Strikers deal is already in place and the IPL path is closed until 2028.
